LIST

S-21 Security Centre was the most notorious prison of the Khmer Rouge's security apparatus. Real and perceived enemies of the regime were arrested across Cambodia and detained at S-21, where they were systematically interrogated and forced to provide "confessions" of their guilt, often through torture.

The ECCC's Co-Prosecutors and Co-Investigating Judges reviewed available S-21 prisoner lists during their investigations in several cases. The Trial Chamber concluded that at least 10,887 prisoners were arrested and detained at S-21 during its operation and at least 11,742 prisoners were executed at or in the vicinity of the security centre. These figures represent a conservative minimum and the actual number of deaths is much greater. (See Case 002/02 Trial judgement, para. 2542)

  • This is not a complete list of every person imprisoned and executed at S-21. It is not possible to compile a complete list because some documents from the Democratic Kampuchea period did not survive, and some prisoners at S-21 (including children) were not recorded in any S-21 list.
  • This list does not include all surviving documents from S-21. Instead, it includes those documents which were required for the judicial process. The ECCC will work with stakeholders during the phase of residual functions to facilitate the review and addition of other documents to provide the public a more complete list.
  • Spellings and transliterations of names and places appear as provided or transcribed at S-21 and may therefore not correspond to a person’s real name or other details.
  • Some of the information (including confessions) was obtained under torture. The reliability of such information should be treated with caution and not accepted as true.
