The Co-Investigating Judges reached opposite conclusions on whether Ao An fell within the personal jurisdiction of the ECCC. The National Co-Investigating Judge dismissed the case against him, while the International Co-Investigating Judge indicted him for various crimes. The Supreme Court Chamber terminated the case due to the absence of a definite and enforceable indictment.
