THE ECCC
Where can I find more information about the ECCC?

The Guide to the ECCC contains a wealth of information about the ECCC, its establishment, judicial work, operations, and more.

Where can I find official ECCC publications and other media?

The Archive is the repository of all the ECCC’s public court records.

 

The Digital Resources page contains all other official issuances from the ECCC, including press releases, news and outreach activities, publications, and trial videos. 

 

The on-site Resource Centre also hosts the above-mentioned materials in hard copy, as well as a reference library of books, publications, and other third-party materials which are related to the ECCC.

What is the correct way to refer to the ECCC?

The ECCC has variously been referred to by many names (including the Khmer Rouge Tribunal, the Cambodia tribunal, the Cambodia war crimes tribunal, UN-backed court, etc). However, it should only be referred to by its official name in full (“Extraordinary Chambers in the Courts of Cambodia”) or by acronym (“ECCC”).

What is the ECCC doing during its residual phase?

The ECCC completed its judicial work between 2006 and 2022. In 2023, it commenced its residual phase during which time it will continue to provide for the protection of victims and witnesses, manage and preserve its archives, respond to requests for access to documents, and disseminate information to the public, among other functions. Read the Addendum to the UN-RGC Agreement for more information.

PUBLIC ACCESS: THE RESOURCE CENTRE
What is the Resource Centre and where is it located?

The Resource Centre is located in central Phnom Penh and is the public access point to the ECCC, its Archive, all ECCC publications, and other digital and print resources.

 

Visitors are welcome to make use of the ECCC’s collection of over 1,500 reference books and legal databases, which contain thousands of e-books and digital publications from around the world. 

 

The Resource Centre offers space for research, study, consultation, lectures, and meetings. Please reach out to the team at resource.centre@eccc.gov.kh if you wish to find out more about group visits, events, and bookings.

 

Academics, researchers, students, or other members of the public who wish to consult the ECCC’s paper case file collection may do so by arranging a viewing with our archivists at archive@eccc.gov.kh

 

The Resource Centre is located on the first floor of the ECCC, whose address is Building 40, Russian Federation Blvd (110), Mittapheap, 7 Makara, Phnom Penh, Cambodia. Entry is via Jok Dimitrov Blvd.

 

Access to the Resource Centre is free of charge.

Who can access the Resource Centre?

Any member of the public is welcome to visit. Access to the Resource Centre is free of charge.

What services are available at the Resource Centre?

The following services are available on-site. For further information, please don’t hesitate to contact us at resource.centre@eccc.gov.kh

 

  1. Consultation and workspaces. Visitors may make use of more than 20 work desks and seating places for research or study. The Resource Centre is equipped with free high-speed Wi-Fi, computers, wireless headsets, and TV screens for screenings and presentations. Visitors are welcome to bring their own laptops or mobile devices. Please note that food is not permitted inside the Resource Centre.

 

  1. Desk booking system. Desks may be booked in advance by sending a request to the above email address. To ensure general access during peak times, please be sure to arrive at or before the time of your booking. In case of a no-show, the booking will automatically be cancelled and reallocated within five (5) minutes.

 

  1. Reproduction services. Visitors may use the Resource Centre’s printers and scanners at a small fee.

 

  1. Training and information. The Resource Centre team hosts training on the use of the ECCC’s digital resources including the case file database, publications, and academic databases. General information about the ECCC, its operations and Archive, is also available on-site.

 

Ask your archivist. Our librarians and archivists are available on-site to answer any questions you might have about the ECCC or its collections. Contact us by email at the above address if you have any questions about the Resource Centre’s services.

Are the services free of charge?

Access to the Resource Centre is free of charge. A small fee may apply for printing and scanning services.

Can I borrow books from the Resource Centre?

The ECCC’s books and publications are available for reference at the premises only, which means they may not be borrowed or removed from the Resource Centre. Visitors are welcome to consult the books on-site. Some materials may be available in electronic format. Ask your archivist for more information.

Can I arrange an informational tour for my students/academics?

Yes, we welcome tours and groups. Please contact the Resource Centre team at resource.centre@eccc.gov.kh in advance for more information.

Do I need media accreditation?

In general, media accreditation is not required except for judicial sittings or official events. Please contact pas@eccc.gov.kh for a media accreditation form for official events.

May I cite or reproduce documents I found on the Digital Resources page or on the ECCCs website?

Materials on the website which are from the ECCC may freely be used for reference, informational, educational, and other non-commercial purposes with the appropriate credit (e.g.: Source: ECCC). 

 

Third party materials, such as pictures and videos not produced by the ECCC may be subject to copyright restrictions and should not be used without the consent of the proprietor.

ECCC ARCHIVE
What is the Archive?

The Archive is the official repository of the ECCC’s court records. It comprises over two million pages of legally and historically significant documents in Khmer, English and French. The Archive contains tens of thousands of evidentiary records which resulted from investigations, trials and appeals at the ECCC or were examined by the judges of the Extraordinary Chambers. In particular, the Archive holds more than 1,350 decisions which were issued by the investigating judges and judicial chambers between 2006 and 2022. All the records are digitized and preserved according to international standards of information management. 

 

Court records which are classified as “Public” can be accessed directly through the Archive portal. Academics, researchers, students, or other members of the public who wish to view the paper collection may do so on-site at the ECCC Resource Centre in Phnom Penh.

Are all the ECCC’s documents accessible?

Documents which are declassified by the judges of the Extraordinary Chambers are accessible through the Archive. Some documents remain classified as “Confidential” and are not currently accessible online.

Can I save searches?

Yes. Users have the option to save their session, allowing them to return to their search results. Please note that sessions are valid for one month only.

May I cite or reproduce documents I found in the Archive?

The documents available in the Archive are classified as “Public” and may therefore be used for reference, informational, educational, and other non-commercial purposes with the appropriate credit (e.g.: Source: ECCC Archive/Doc No. XXX).

Can I consult the ECCC’s paper archive?

Members of the public are welcome to consult the original case file paper collection on-site by visiting the Resource Centre. To arrange a viewing, please contact our archivists in advance of your visit at archive@eccc.gov.kh.
