ECCC Launches Document Access Service, Pilots Judicial Database Access

On 1 March 2022, the Extraordinary Chambers in the Courts of Cambodia (ECCC) launched two new services to enhance access to public case file records.

Members of the public seeking specific documents related to the judicial processes before the ECCC may now submit a Document Request Form directly from the website. The ECCC will assist in locating the requested information and if classified as public, related document(s) will be identified and uploaded to the ECCC website, if not already available.

Academics, researchers and practitioners who require general access to public case records in the ECCC digital archive may submit a Database Access Request Form. Following an initial pilot phase, such database access will gradually include also other stakeholders, and with the launch of a new website in 2023, will be available to all.

Both these features are implemented in line with the Addendum to the Agreement between the United Nations and the Royal Government of Cambodia, which requires the ECCC to preserve and manage its archives, respond to requests for access to documents, and disseminate information to the public regarding the Extraordinary Chambers.
